Why do they wear their bullet proof vests OVER their uniforms?

Because, like for real...If I was the guy with the gun and I saw that bullet proof vest, I'd shot your face. Maybe an arm, maybe your ear.

But you see, if they hide it UNDER their uniforms, chances are the criminal is dumb enough to actually shoot you where you repel the bullet.
